ପୂର୍ଣ୍ଣଚନ୍ଦ୍ର ବିଡିକା ୪ ଏପ୍ରିଲ୍ ୧୯୫୭ ରେ [[ଓଡ଼ିଶା]]ର [[ରାୟଗଡ଼ା]] ସହରରେ ଜନ୍ମ ଗ୍ରହଣ କରିଥିଲେ <ref>[http://www.orisports.com/PersonDetails.aspx?pId=Mzc= "orisports"]</ref>। ପିତା ବିଶ୍ଵମ୍ବର ବିଡିକା ଓ ମାତା ଜମାଣି ବିଡିକା ଆଦିବାସୀ ପରିବାରର ଅଟନ୍ତି।ଅଟନ୍ତି । ଦାରିଦ୍ର୍ୟତା ଓ ଅନିୟମିତ ତାଲିମ ସତ୍ତ୍ୱେ ନିଜ ପରିଶ୍ରମ ବଳରେ ସେ ଅନେକ ପଦକ ହାସଲ କରିପାରିଛନ୍ତି ।
