ନାଟୋ ବା ଉତ୍ତର ଆଟଲାଣ୍ଟିକ ସନ୍ଧି ସଂଗଠନ (ଇଂରାଜୀ ଭାଷାରେ The North Atlantic Treaty Organization (NATO /ˈneɪtoʊ/; French: Organisation du traité de l'Atlantique nord; OTAN) ଅନ୍ୟ ଡାକ ନାମ ଉତ୍ତର ଆଟଲାଣ୍ଟିକ ଆଲିଆନ୍ସ/ North Atlantic Alliance), ଏକ ଆନ୍ତସରକାରୀ ସଂଘ ଯେଉଁଥିରେ ୨୯ଟି ଉତ୍ତର ଆମେରିକୀୟ ଓ ୟୁରୋପୀୟ ଦେଶର ସରକାରମାନଙ୍କର (intergovernmental) ସାମରିକ ସନ୍ଧି (military alliance) ହୋଇଛି । ସନ ୪ ଏପ୍ରିଲ ୧୯୪୯ରେ ଏହି ସଂଘ ଉତ୍ତର ଆଟଲାଣ୍ଟିକ ସନ୍ଧି ପତ୍ର କାର୍ଯ୍ୟକାରୀ କରିଥିଲା । [୨][୩] ନାଟୋ, ଏକ ସାମୁହିକ ସୁରକ୍ଷାତ୍ମକ ସଂଘ ଗଠନ କରି ତାହାଦ୍ୱାରା ଏହାର ନିଜସ୍ୱ ସ୍ୱାଧୀନ ସଭ୍ୟମାନେ ବାହ୍ୟ ସଂସ୍ଥାରୁ ଆକ୍ରମଣ ହେଲେ ଏହା ବିରୁଦ୍ଧରେ ପାରସ୍ପାରିକ ସୁରକ୍ଷା ନିମନ୍ତେ ପଦକ୍ଷେପ ନେବେ । ନାଟୋର ମୂଖ୍ୟ କାର୍ଯ୍ୟାଳୟ (NATO's Headquarters| ) ବ୍ରସେଲସ, (Brussels) ବେଲଜିଅମର ଏଭରେଠାରେ ଓ ସୁପ୍ରିମ ହେଡକ୍ୱାଟର ଆଲାଏଡ ପାୱାର ୟୁରୋପର (headquarters of Allied Command Operations|) ମୋନସରେ ସାମୁହିକ କାର୍ଯ୍ୟାଳୟ ସାମୁହିକ କମାଣ୍ଡ ଅବସ୍ଥିତ ଅଛି ।

ଏହାର ପ୍ରତିଷ୍ଠ ପରଠାରୁ ଅନେକ ନୂଆ ସଭ୍ୟ ନାମ ଲେଖାଇବା ଫଳରେ ପ୍ରଥମରୁ ଥିବା ୧୨ ସଭ୍ୟ ସଂଖ୍ୟା ଇତିମଧ୍ୟରେ ବଢ଼ି ୨୯ ହୋଇଗଲାଣି । ୫ ଜୁନ ୨୦୧୭ରେ ଶେଷ ନୂଆ ସଭ୍ୟ ଭାବରେ ମୋଣ୍ଟେନିଗ୍ରୋ (Montenegro) ଯୋଗଦାନ କରଛି । ବୋସନିଆ ଓ ହେର୍ଜେଗୋଭିନା (Bosnia and Herzegovina), ଜର୍ଜିଆ (Georgia), ଉତ୍ତର ମାସିଡୋନିଆ (North Macedonia) ଓ ୟୁକ୍ରେନ‌କୁ (Ukraine) ସମ୍ଭାବ୍ୟ ସଭ୍ୟ ଭାବରେ ନାଟୋ ବିଚାର କରିଛି ।[୪] ନାଟୋର ଶାନ୍ତି ସ‌ହ‌ଯୋଗୀ କାର୍ଯ୍ୟକ୍ରମରେ ୨୧ଟି ଅଧିକ ଦେଶ ଯୋଗଦାନ କରୁଛନ୍ତି । ସମୁଦାୟ ପୃଥିବୀର ଖର୍ଚ୍ଚର ପ୍ରାୟ ୭୦% ସମସ୍ତ ନାଟୋ ସଭ୍ୟଙ୍କର ମିଲିଟାରୀ ବାବଦରେ ଖର୍ଚ୍ଚ ହେଉଛି ।[୫] ସନ ୨୦୨୪ ସୁଦ୍ଧା ପ୍ରତିରକ୍ଷା ଲକ୍ଷ ବାବଦ ଜିଡିପିର ୨% ଖର୍ଚ୍ଚ କରିବାକୁ ସମସ୍ତ ସଭ୍ୟ ରାଜି ହୋଇଛନ୍ତି ।[୬][୭]

ଇତିହାସ ସମ୍ପାଦନା

ଦ୍ୱିତୀୟ ଯୁଦ୍ଧ ପରିପ୍ରେକ୍ଷୀରେ ସୋଭିଏଟ ୟୁନିଅନ ଓ ଜର୍ମାନୀର ଆକ୍ରମଣ ଆଶଙ୍କାରେ ଫ୍ରାନସ ଓ ସଂଯୁକ୍ତ ରାଷ୍ଟ୍ର ଦୁହେଁ ସନ୍ଧି ଓ ପାରଷ୍ପରିକ ସ‌ହାୟତା ନିମନ୍ତେ ୪ ମାର୍ଚ୍ଚ, ୧୯୪୭ରେ ଏକ ଚୁକ୍ତି ସମ୍ପାଦନ କରିଥିଲେ ଯାହାକୁ ଟ୍ରିଟି ଅଫ ଡନ‌କିନ (Treaty of Dunkirk) କୁହାଯାଏ । ସନ ୧୯୪୮ରେ ଏହି ସନ୍ଧିରେ ବେନେଲକ୍ସ (Benelux) ଦେଶମାନେ ଯୋଗଦାନ କରି ଏହାକୁ ପଶ୍ଚିମ ୟୁନିଅନ (Western Union) ନାମ ଦେଲେ ଓ ପରେ ଏହାକୁ ବ୍ରସେଲସ ଟ୍ରିଟି ଅର୍ଗାନାଇଜେସନ ଭାବରେ ସୂଚନା ଦିଆଗଲା ଓ ଟ୍ରିଟି ଅଫ ବ୍ରସେଲସ (Treaty of Brussels) ନାମ କରଣ କରାଗଲା । ଅଧିକ ମିଲିଟାରୀ ସ‌ହ‌ଯୋଗ ନିମନ୍ତେ ଉତ୍ତର ଆମେରିକା ସ‌ହିତ ସଂଯୁକ୍ତ ରାଷ୍ଟ୍ର, କାନାଡ଼ା, ପର୍ତୁଗାଲ, ଇଟାଲି, ନର‌ୱେ, ଡେନମାର୍କ ଓ ଆଇଲ୍ୟାଣ୍ଡ ଇତ୍ୟାଦି ଦେଶମାନଙ୍କୁ ସଭ୍ୟ କରିବା ନିମନ୍ତେ ବାର୍ତ୍ତାଳାପ କରି ସଭ୍ୟମାନେ ୪ ଏପ୍ରିଲ ୧୯୪୯ରେ ଉତ୍ତର ଆଟଲାଣ୍ଟିକ ସନ୍ଧି ପତ୍ରରେ ଦସ୍ତଖତ କଲେ । [୮]
